By an act of Grace of the Mikado, the German steamers Kowloon, M. Struvo, and Hans Wagner, the Norwegian steamer Arnfried, snd two American steamers, which all had been captured after the 6th October, have been released.

Baron Komura, the Minister of Foreign Affairs, is going as special envoy to Peking, where he will settle the Manchurian question, Margnis Ito will start next Sunday on board the cruiser Iwate for Fasan, whence he intends to proceed to Seoul. He has been ordered to find a definite basis for the future relations of Japan to Cores.
