Heavy Taxation

"The Japanese Government established a semi-oficial organization, The Oriental, Colonization Ca., and supported it with an annual grant of £50,000 from the Imperial Treasury. Many methods have been employed to compel Korean private owners of land to sell out to this company at ridicu lous figures. Japanese settlers, for example, buy a patch in a rice field nearest to the irrigation system and cut off the water from the Koreans below. They have no redress: their lend is made worthless; and the Koreans are forced out from land which their families owned for generations.

"The official Japanese Bank of Chosen. corresponding to the B: of England, has manipulated—currency and called in specie, so that Korean owners have had to sell their land to obtain money to pay their taxes. Under nese rule taxation, which was formerly very light, has become almost unbearably Korea's national debt has sed during Japanese control to a ruinous sum.

"Korean ownership of land binds Korean hearts to the ancient land of their forefathers. The expropriation of the borean land owner has become a cardinal aim of Japanese policy in Korea."

Is view of the numerous cases of robberies, burglaries, and extort tion brought to the notice of the Chinese, officials, the City Mayer has issued notices forbidding meetings in tea houses.
