Footing Paris, Sept. 30.
All -France is empowered to be placed on a war basis by a decree published in the "Journal Officiel" authorizing the execution of measures provided for in the Taw of July 11 dealing with the general organization of the nation in time of war, The "Journal" states that the decree has been issued because present circumstances meet the provisions laid down in the law.
The decree was signed by the President, M. Albert Lebrun; M.
Edouard Daladier, the Premier, and M. Georges Bonnet, the Foreign Minister.
