Japanese officials in Tokyo and Shanghai are reported to be investigating economic conditions in the Shanghai area with a view to establishing a special Japanese corporation for"the control of electric, water and gas supplies, motor-bus services, internal navigation and utilities in the Shanghai area, The new concern is likely to follow the lines of the North China Industrial Development Corporation which will control all undertakings for the development of industry in North China.
