views manifested here by Japanese and Soviet negotiators, conversations on the, thorny fisheries question hai not yet been broken off, political observers pointed out today.
The opinion being generally expressed by Soviet semi-official circles is that Moscow is fully determined to stand by her attitude but that the Japanese will probably con-seat to give up certain fisheries lots which the Soviets want to see closed to foreign business.
The main difficulty, it is believed here, lies in the desire firmly exessed by Japan to cancel the auction system which the Soviets emphatically desire to maintain. The Japanese would like to see the lots attributed directly to Japanese concerns because, the Japanese negotiators here declared, the Soviets are taking advantage of the present system to raise the prices to a level which leaves no margin of profit to Japanese fishermen.
