Extensive precautions were taken yesterday morning, when Lieutenant-General H. Yanagawa, chairman of the East Asia Development Board, accompanied by a large number of Japanese military officers and other officials, travelled through the Settlement from Garden Bridge to Mr. "Wang Ching-wei's residence at Lane 1136, Vu Yuen Road at about 11.30 am. to attend a luncheon given in his honour, About ten cars, bearing the officials, were escorted by a number of police cars and motor-cycles manned by foreign and Japanese members of the SMP. some of whom were armed with Thompson sub-machine-guns.

The trip was made at a high speed as the motor-cycles cleared the roads and when the cars arrived at Vu Yuen Road in the vicinity of the Fire Brigade building at the corner of Tifeng Road, it was found that some 300 "Special Municipality" policemen headed by Japanese officers, had taken up positions on Vu Yuen Road as far down as Edinburgh Road.

The luncheon was over at about 2 pin. and shortly after the cars had driven away again, the "Special Municipality" policemen marched away.
