New Conditions

"Proud though I am of the British share in building up this Settlement, I fully realize that Shanghai is an international city, and the duty of the Council is to meet the legitimate aims of all national communities in maintaining good government and law and order in this Settlement. The rights of all its inhabitants must be fairly and justly respected.

"I realize that conditions are changing rapidly and that Shanghai must adapt itself to new conditions as they arise.

"My family having been associated with Shanghai and the Council for three generations, I feel that I am completely identified with the welfare and continued progress of this great and international city, and if re-elected I will do everything in my power to further its interests."

The statement by Mr. Haley is as follows: "In soliciting the support of the voters at the forthcoming Municipal elections I may be permitted to state briefly my views on the policy which a member of the Council ought to adopt during the forthcoming year.

"I consider that we should act on the assumption that the difficulties through which Shanghai is passing are temporary difficulties only, and that the future of Shanghai as a great port and trading centre is assured, "I believe that we should do our best to maintain a standard of administration which properly belongs to a great and growing city. We should bear in mind the complex composition of the population of Shanghai and attempt to meet the needs of its heterogenous population without distinction of race, creed or nationality.
