To All Neutrals

London, May 14.

"We sacrificed all vital contacts with our natural allies in order to buy respite with ever more concessions, a prominent Dutch personality told Havas today.

"We refused military agreements, even with Belgium, and we took no repressive measures against Nazis. May our example serve as a lesson to all neutrals neighbouring Germany.

"In order not to provoke Germany we strictly refrained from any contact with the Alfied General Staffs who could have assisted us. Only eight days ago we refused to communicate to the Allies our plan of mobilization and information concerning aerodromes. This did not prevent Germany from suspecting us, and the Reich meanwhile kept among us legions of spies who revealed all our secrets.

"Almost every day for eight months our Minister in Berlin sent our Foreign Ministry warnings' announcing attacks on Holland if she did not, observe neutrality more closely."—Havas.
