It appears from a memorial presented by

before last the Chu River overflowed an the Governor of Shantung that the summer washed away its embankments. In con: sequence, at the memorialist's request, a certain Colonel Chen Jung-hui, who was in charge at the spot, was ordered to be cashiered, the force commanded by him was withdrawn, and he was commanded to refund the sum of Tls. 3,200, which had been paid to him for labour and materials. The River Works Committe now reports that the said Ch'en Jung-hui has repaid all the money required from him; and it requests that it may be allowed to make use of his services again, as he i an officer of great experience in river works. The Governor endorses the Committee's opinion7as to the practical knowledge pos sessed by the officer, and thinks that it would be in the interests of the public service to allow him to be employed again on probation.—Sanctioned.
