OFFICIAL CHANGES IN SHANSI, P'an Chun-wen, the Chief Justice of Shansi, reports that he has entered upon his duties as Governor of the Province, ad interim, pending the arrival of Liu Jui-chi upon whom the substantive post has been conferred. Yii Lien-san, the Intendant of the Chining Circuit, will in the meantime carry on the work of the Lieutenant-Governor's office,
