Previous to arrival he made enquiries as to the reputation of the Prefecture and decided that the weakness or avarice of both of his predecessors had allowed a score or more criminals to beat large and that these were the source of trouble and crime, Their names were published and rownrds of eight taels offered for the arrest of each one lessor criminals were grouped and named and their arrest ordered. In consequence of these proclamations, there has been att exodus of bad characters, and their haunts, mostly gambling dens, are empty.
