The Atrocities In. the City

We hope it is understood that the British Consular authorities here have done everything in their power to get the Taotai to stop the atrocities that have been perpetrated on Yii's victims in the city; and we understand that no torture has been employed lately, and there is reason to hope that no more will be employed. Unfortunately there is a higher and less accessible authority than the T'aotai; and, unfortunately in this case, there is no power with our authorities to make Mason tell all he knows, and no security that what he did tell would be the whole trath.

What we wish to clearly explain is, that our authorities here have done their best all through this wretched matter.
