As was feared, the bank of the Grand Canal broke last week, and the south plain is now covered to a depth it is said of about six inches more than in the similar flood of three years ago. Tientsin is completely surrounded by one vast sea, as then, and a similar condition of suffering and death will confront us during the coming winter. It appears to be the general impression among the " commoners" that these breaks in the river banks are entirely due to carelessness and indifference, which charge, in view of known facts, it would be difficult to disprove.
