(1) The Comptrollers-General of the Imperial Household Department presented. to us this morning a memorial by Men Ting-ngao, special physician recommended. by the Viceroy at Canton, praying that memorialist be permitted to return home. As we are still in ill-health we consider this prayer to be a breach of etiquette and therefore not to be allowed. The said Comptrollers-General have also been culpable in presenting said memorial, and we hereby command that our displeasure at their conduct be transmitted to them forthwith by the Grand Council.
