His appointment to Yuehshi is hardly polite and im these ticklish time: cannot be said to be politic. Since his chieftainship" has been absent, everything in the Chalag distriec has been "east and west" (to quote Gill); the rouds are unsafe; trade is interrupted, and the Tibetans have squeezed or robbed all whom it was safe to manipulate.
