St,—On the 16th of November, 1897, this Chamber addressed a letter to the Manager of the Imperial Chinese Telegraphs ut Shanghai, pointing out that constant complaints were made by merchants and others of the delay that occurred in the transmission of messages, and of even the inefficiency sometimes of the urgency fee that was constantly paid in the hope of quick dispatch for messages being secured.
