Loulon vid Bombay, 14th Augusl The Czar has issued a ukase appointing Admiral Alexeieff Viceroy of the Far East with supreme power, making him responsible only to a special council at St. Petersburg. The Viceroyalty comprises the Amur and Kuantung territories—Reuter.
