IMPERIAL DECREE

INUNDATION IN CHILI

The Censor P'an Kuei (Manchu) reports that the district of Yiitien, in Chihli province, having been inundated by the sudden rising of the Heilung and Shuxngchéng rivers during the 7th moon (last part of August) caused by disastrous rains, the waters up to now hare not yet subsided and the poor people there are, in con-Sequence, suffering greatly from famine and cold. This is most pitiable and we, therefore hereby command Yii Lu, Viceroy of Chihli, to make an enquiry at once as to the extent of the damages made by the flood and set imanediately to work to relieve the distress, 13th October.
