Poor Relief in Peking

(2) We have received the memorial of the Governor of Peking asking for an extra endowment of rice for the Tung-jen Refuge, outside the Kuangchii-gate of the capital, owing to there being more poor people to feed during this cold weather than usual in that establishment, caused, first by the building of extra accommodation for the oer to live in, and second through the institution of a charity school in connection therewith for instructing the large number of little children who had come with their rents. This is a good innovation and we hereby bestow, as an act of extra grace, 300 piculs of rice which shall be handed over to the said Governor by the Imperial Granary Authorities.

5th November.
