(5) The other day orders were given to the Board of Revenue to notify the Viceroys, Governors, and Tartar Generals of provinces to contribute a certain each, annually, towards the expense reorganised Foochow Arsenal and. Naval Dockyard. The said Viceroys, ete., are therefore commanded to make all haste in sending their contributions to the Board of Revenue, under pain of severe penalties, and the said Board is commanded to take charge of these funds and await further orders, 11th November.
