This district has been fortunate this year in getting the right medium between the excessive rains in the Yangtze valley and the drought in the North. "As a result the crops have been excellent, and this again tends more than anything else to the pacification of the populace. A year ago great numbers of soldiers were enlisted here, and as late as the spring this year several camps were built outside of Fancheng, but now most of them have been disbanded, and the people naturally infer that the crisis is over.
