We have received " memorial from Tuan Fang, acting Governor of Shensi province, reporting that there is a_ yacanc in the senior prefecture of Lis and asking for the appointment of some one to fill post.
We hereby command the said acting Governor to select the man best fitted for such an important post from mongst all the substantive prefects of Shensi province, and let the post by the said Governor's choice be given to the expectant prefect Ying Chri (Manchu).
