I find that many of our well-informed students of foreign affairs are deeply unpressed with the belief that Russia is on the verge of @ revolution which can only be averted by immediate' concessions on the part of the Czar and his Grand Ducal advisers. That there is considerable danger of this it requires no great perspicacity to ive; but there are still some who not be judged by Western ideas, and that however formidable the present uprisings and the demand for representative government may seem, the bulk of the Russian people are too deeply imbued with superstitious reverence for the Czar and the heart of thei Church to join in any rising against either. There is, however, but one opinion here as to the fatal unwisdom of the decree just issued by the Czar, a decree which while pretending to grant " number of concessions to the people attaches to each 8 qualification which renders it valueless, and which absolutely refuses the amahest particle of representative government.
