The number before us is fully up to the standard of its predecessors. We are glad to see a moderate editorial on the question of railway concessions, but the writer seems to fall into the mistake of supposing that "cheapness" ix the ief desideratum of railway construction. No doubt the initial outlay might be reduced by the employment of CI nese engineers only, but unless the lines are substantially constructed the anneal cost of upkeep would be appalling. Nor' has experience shown that the funds subscribed by Chinese to Chinese railways have always been honestly administered. It is regrettable too, to notice that an injured attitude is adopted in connexion with the Council's refusal to allow the use of the Recreation Ground for Chinese intercollegiate sports, The refusal was not prompted by any _unfriendy ooking, bah we beliare, solely because it would be an unfortunate precedent to y throw ops to our Chinese neighbours ground that hardly suffices for the ds of the foreign community here.
