Tt is announced that an extra session of Congress will he called, perhaps next month, the chief object announced being the consideration of the constitution adopted by the people of Cuba. The main question is likely to be whether to accede to the islind's absolute independence or to demand the right for the United States of supervision over Cuba's foreign affairs. The constitution, which is still in process of framing, is expected to be completed about the middle of March.
