Waiting for William

French politicians are anxiously waiting to see whether the Emperor William receives Mr. Kriiger. If he does, there will certainly he a renewal of the agitation here in favour of intervention. The French not changed its attitude question, but there is always the Opinion compelling the men at the hend of ty of a great movement of popular affsira to do what they would otherwise have left undone. The pr-carious nature of M. Waldeck-Rousseau's tenure of office is another eventuality to be reckoned with. The moderate utterances of the English Press in regard to the demonstrations ut Maravitles and in Paris have convinced that Natiovalists that France can speak out ithout fear of consequences; and, with Parliament in session, the Government t any day be turned out by a vote some side issue and replaced rome less prudent administration. Under such circumstances, even if France received no encouragement from other Continental Powers, her relations with England would become uncomfortably strained.
