Japan and Corea

Te is needless for me to point out that, in

Japan, Russia is in Manchuria and pro-spite of her sations diplonntio defeat' by inlily intends to remain there permanently. What Japan will do, in case the Chinese court returns to Pekiny, and Russia refuses to leave Manchuria, it is not easy to say. The answer to that question will probably depend on the complexion of the Japanese Cabinet at the time, but there are a hundred chances to one that in that case there w Il be war.

Tt is not impossible, however, that Japan will finally acco, t Corea as evinpensation, The present temper of the people is quite against avy deal of the Kind, but even when Count Okuma was thundering that Corea is not Russia's to give, that Corea ix un independent State, there were to be found in Japan publicists who were rather inclined to favour the arrangement. When matters settle down more this view may be taken by a larger number wot only of Tapinese but of Russians. On this account some significmes may attach to Tapan's recent, action in regard to Masampho. As you are doubtless already aware the Japanese representative at St. Peters burg complained to the Russian Government a fow days ago of some dozen Russian marines having been stationed at Masampho since Inst summer snd threatened that, they were allowed to remain, Japan would sond an equal number of men, as she was clearly entitled to do under the Komura-Waeber memoralum. Count Lams torff—so the report runs—at once promised that the marines would be withdrawn, and they were withdrawn, an urgent telegram being Gispatche' in. this connection by the ian Foreign Office to the Russian Minister at Seoul.

Phis may mean that animated by her recent success, Japan is bent on worrying her till she either makes her drop Manchuria or allows Japan to appropriate Corea. It is not likely, however, that Marquis Ito would approve of this line of policy; and on the whole there is more reason to believe that, unless uutoward events happen in the meantime, Japan will possess her soul in patience till China re-enters or. the full exercise of her sovereignty.
