To the Editor of the "Norra-Cmna Darty News."
Sm,—Might I suggest through your columns tha Mr. E. 8. Little give the name of the lawyer who informed him that Section 9 of Clause VIII of the New Treaty excluded from the advantages of the rebate all raw material other than raw cotton? The rebate is as much a part of the " principle ani procedure" as the excise jury, and the lawyer in question might with equal reason have argued that the freedom from export duty, export surtax, coast trade duty, and consumption tax, only applied to yarn and or cloth.
My idea in asking for the lawyer's name is that it would be useful to litigants as a guide.
I am, ete., 29th October.
