(2) Decree enjoining Viceroys and Governors of provinces to keep careful watch over the actions of their subordinates, the prefects, department and district Magistrates to prevent them from ill treating the people and extorting from them, In the future if any such official be found to be a good officer, kind, and careful of the welfare of the people confided to his jurisdiction, such official should be retained in his post as long as possible and not removed recklessly. On the other hand, should an official be found guilty of extortion, and otherwise cruelly treating his people, the Viceroy or Governor of the province should not only remove the man at once but also severely denounce him to the Throne for punishment.
