Sin,—T have the honour to inform the Consular Body that on June 29, several Chinese employes of the Council's Electricity Department were arrested in the North Honan Rosd by the Chapei Constabalary, and two of them were detained with @ motor lorry of which they were in charge, The work which they were performing was repairing the instal-Intion of the Commercial Presa. Their liberation was effected on the following day, after some negotiation, with the aurure of which you are familiar, From the report of one of the detained meo, it in learnt thet he was detained in an unclean place, and he returned in a verminous condition.
Enquiries at the Constabulary Station were met with the statement thet the Electricity Department will not for the future be allowed to do work in this
