Peking, Oct. 16.
By special order of President Yuan Shiltkai, the Ministers of the Interior and War have jointly published a manifesto, describing the hardships of the people within the last three years and cautioning them against listening to the falco doctrines of Sun Yat-sen, Huang Hsing and other rebels, whose policy must lead to the dismemberment of China.
Contrery to former reports, 20- cording to which Huang Hsing was on his way to China, he is still in America. The Chinese Minister to Washington has been instructed to the request the United States Government to watch his secret movements.
