Americans view with pleasure the appointment on the American tariff commission of Minister Conger,—Consul-General Goodnow and Mr. Seaman. The Americans will have less work to do, being able to follow the results of the British commission.
The Order in Peking is better than residents have known in the past. In the first place Yuan Shih-Kai's soldiers under General Chiang are kept on patrol during the night, and, as they are urined, local thieves are less inclined to try their escapades. Then the policing of the city is gradually improving. All the northern part of the city is policed by. men who have been trained in the Japanese Police School, where eight Japanese are employed as_—instructors. The main disorder is often traced to the foreign soldiers and Chinese brothels or European saloons. The influx of foreigners, military and otherwise, has not tended to raise the foreign reputation for morality.
