A dispatch received at Peking from the Chinese Minister at Seoul reports the presence of large numbers of Russian troops in the vicinity of a place called Sanshuichia (Chinese pronunciation) in the province of Hsienchingtao (Corea Hamkeangio) in the Northern part of Corea. It is further reported that the troops in question have been sent over there from Possiet Bay for strategical reasons.
Secret Conferences have been lately taking place between Na Tung and Wu Ting-fang (President and Vice President, respectively, of the Waiwupu), on the one part, and Mr. Uchida, the Japanese Minister at Peking, on the' other. This, states our Peking correspondent, is taken to denote that the Chinese Government has determined upon a more decided stand in the event of war between Japan and Russia whereby China will probably remain anything but neutral, as was at first the intention of the timid Ministers around the Empress Dowager.
