And now I come to one of the most imfas to deal in this Settlement. T mean portant subjects with which the Council
the Public Health. The Council is sometimes accused of, I will not say inattention, but want of zeal in this work, but I hardly think this charge is justified. In Dr. Stanley we have a most competent officer, and no reasonable recommiendation of his has a deaf car turned to it. This question of public sanitation is a difficult one in all large towns, and it must. be especially so in a city like this, whose government is so peculiar. During the latter part of last and the early part of the present year, there has been a severe outbreak of Scarlet Fever. and the revisions for its treatment, until our new isolation Hospital is completed, are unfortunately inadequate, but. steps have been taken to provide temporary accommodation for patients. The "Victoria Nursing Home, which has now been working for a year, may, I think, be pronounced a complete success as regards its general working and the treatment the patients receive. As to the financial results, they are, much better than was at one time expected, the result of the working only being a deficit of Tls. 3,700 for the year. In view of the amount of good done ly this Institution, I think this must be considered satisfactory. In conclusion, I may say that shortly 1 hope the Health Department will have a Home more worthy of its importance than its present one.
