The expenditure under this head is put down at Tls. 244,615, or Tls. 14,000 over ast year. This increase is due to the addition of 54 Chinese constables to the force, necessitated by the increased area to be policed.
'THE Gaor. appropriation may appear large, but, as pointed out in the report, the existing staff And appointments are sutticient to supervise and control a. unch Targer number of prisoners, although praetical experience has shown that even with their present small numbers it is not wise to underman that staff. During the Council's tenancy of the British Consular Gaol, and until the completion of the new Municipal Gaol next year, lack of space and want of certain sanitary facilities necessarily compel the Council to leave in the Mixed Court authorities' hands, or confine in the polic cells, 2 considerable number of prisone who should properly undergo sentence in the Municipal Gol. "At the latter, owing to beri-beri outbreaks, it hasbeen found necessary to reduce the number of prisoners from 26 to 84, but the average number for which avcommotation will be required, when circumstances permit, will not he less than 300. Tt has been thought advisable to arrange fora larger number of prisoners, who, it is to be feared, will increase with the development of the Settlement.
