Pekin, Nov. 4. A Presidential Mandate, in accordance with suggestions made by the Tsanchengyuan, urges the neces sity of cultivating the four old Chinese virtues, loyalty, filial piety, conscienciousness and _righteous-The Minister of Education is neted to publish this Mandate everywhere, to carry out its principles and to embody them into the school books.
A.
