MISCELLANEOUS

PRESIDENTIAL MANDATES

Peking, Nov. 3.

By order of the President Posthumous Honours, (1) Chen Chao-chang, ex-Tutuh and currently ex-Civil Governor of Kirin, has served both at home and abroad, rendering conspicuous service to the nation. He was holding office in Kirin during the period of revolution, when he rendered still greater service keeping the troops and people good terms, preserving order the frontier regions and main ing peace all round. His demise through illness owing to over-work deeply deplored. Let the Ministry of War consider the bestowal of posthumous favours in his case on a liberal scale, as mark of our appreciation of his glorious achievements.
