The officials have not been so well pleased with all the new ways, A. short time ago the Viceroy ordered a test of marksmanship of the military officials seeking appointments. A tent was erected for the Viceroy and his attendants; the tar. get set up, and a mat placed on which the shooters wore to stand, Just. before the test began the Viceroy walked down to the target, examined it and then paced back to the mat, but when he arrived at the mat ho did not stop but paced right over and on beyond some thirty yard: "Here is where the mat belongs. Bring me a chair." The mat was changed and the chair brought, and the Viceroy watch: ed the test until the end. These are new wars. The Viceroy would not allow the officials to delay in their work; when he ordered a thing to be done he expreted it to be done as ordered and quickly too.
Our Police System has been completely reorganised.
The city is divided into precincts. The uniform is something like that of the native police in your Settlement, boots, trousers with red stripes, tunic with leather belt at waist, and red bands for cuffs. Each man has a cane and a whistle and at night a Bull'seye lantern. It is a sight to see one of the guardians of the peace, resplendent. in his new uniform and dignity, stan at a street corner gazing off into space while a half dozen urchins examine the make of his clothes. This force of police hax been drilled daily for weeks before being as signed to duty and all expectant offici below the grade of hsien have been oh ed to drill daily with them. As the d hogan at 4 a.m. it has not been a pleasant task for the lazy and opium-smokers to pull out at that hour and go through a Grill that was a drill.
Sanitary Improvements.
of the latrines have been closed, so that one passing cannot look directly into them. A street cleaning force is organised and we have street lamps. Neat though short posts have been put up all over the city, which are surmounted with iron frames in which are placed lamps of the usual shape. We hope that all these improvements may remain and others be added.
