Prince Heinrich, July 30.
I thank you for your telegram. I am extremely glad that William de-the attempted reconciliation with Russia. I have the most sincere desire that such a catastrophe as a European war, which would cause irreparable levs, be avoided. My Government has made and is making all possible efforts to induce our Russian friends to postpone the coming military preparations. If Austria will be satisfied with the occupation of Belgrade and neighbouring territory ae the guar-antes of a satisfactory solution of her demands, while the other coun-stop their military prepara I hope that William will use his influence on Austria to persuade her to accept our proposition, He certainly would prove by that that Germany and Great Britain are working together to avert an international catastrophe. Please assure William that I am doing, and shall continue to do, all in my power to maintain the peace of Europe.
(Signed) Groror.
The Blame on Russia, (3) From the German Emperor to King George, July 31.
Thank you for your kind information, Your proposition absolutely corresponds with my idea and with the information I have already received last night from Vienna and transmitted to London. I have just received from the Chancellor of my empire a report that to-night Russia has ordered the full mobilization of her main fleet. Russia has not even waited to ascertain the result of my intervention, on which I have worked so hard, and she has not deemed it necessary to inform me of the steps which she has taken. I am burrying to Berlin to protect the security of my eastern frontier, where the Russians have already taken up strong positions.
(Signed) Warman.
