Going Back

So far, since the grand disturbance of 1900, we seem going back instead of forward; engineers and prospectors come and go and the home companies who employ them spend their money in China until one after another gets tired out, which is an eminently grateful result to the Mining Boards, Boards of Foreign Affairs, and Board of Trade, so carefully established with the view of putting a restraint upon pestilent barbarian greed. Doubtless, if we are only sufficiently patient, a farther gratifying result of the late upheaval will be the abolition of extra-territoriality, so ably advocated by Sir Robert Hart; when the Chinese will be enabled to exclude us entirely and so much needless trouble and annoyance to both sides be avoided.
