The Universal Gazette" states that Yunnoe insurgent leader, vained Chou Yun. has asked the French Minister to. make terms for him and his men with the Waiwupa. The insurgents propose that upon receiving the guarantee the Government to allow matters to revert to the statu quo ante bellum, they will consent to give up the cities captured by them. It is stated that the French Minister has already spoken to the Waiwupu on behalf of the insurgents."
