The same dispatch states that in view of the probability of the rebels in Kuangsi molesting mis-ionones, mission.prop-rty and converts in the course of their operations, the Emperor has sent an autograph decree to Viceroy T'ao Mu at Canton, for transmission to the Governor of Kuangsi, commanding the latter to give special instructions to the local, civil and military authorities of that province to exert the utmost vigilance and care in protecting missionaries and their property from harm. The reason of the Imperial decree was due more to the desire to avoid further complications with the French authorities than anything else.
