From the "Peking Gazette" of the 13th inst, we find that Mr. Chang Ch'éng, who was magistrate of the International Mixed Court in 1903, has been appointed an expectant Taotai of Chekiang province, Owing to his unblushing methods of collecting squeezes and other questionable practices, Mr. Chang was denounced to the Throne by Viceroy Wei Kuang-tao and received the well-merited punishment of being dismissed from his post and Idegraded to the 9th rank, or that of police magistrate.
