A Peking dispatch states that their Majesties are opposed to the appoint ment of HE. Lien Fong, Senior Vico-President of the Waiwupu, to the post of Minister at St. Petersburg, as he is needed in Peking. It is probable therefore that Sah Yin-t'u, at present Taotai of Harbin, will be sent to Russia to succeed Hu Wei-t2.
A NEW DIRECTOR-GENERAL, A Canton letter states that Sir Chen-tung Liang Cheng, former Chinese Minister to Washington. has been elected by the principal shareholders to be Director-General of the Yueh-Han (Canton-Hankow) Railway.
