Public Garden Reclamation Scheme

The attention of the Council having been directed to the necessity for enlarging the Public Gaiden and this question being in eat" measure dependant upon iver Conservancy, it was decided vember last to take the Les* expert available as to the effect of the propos a reclamation scheme on the river and bund-Tine, together with advices as to the lest scientific treatment of the mouth of the Soochow Creek from a Conservancy point of view. 'The fellowing report by Mr. de Rijke is the result. The Council, holding the view that' under present conditions no immediate probability exists of the Whangpoo Conservancy work bein; undertaken by the Boud provided for in the Peking Pro'ocol of 1901, considers it advisable that the Public Giurden reclama ation Scheme be undertaken as som us Riarbou? authorities. "A" rwoommendation sible, with the ce-operation of the to the incoming Council will be made in this sense.

Arohem, Hollind, 11th January 1904.

Sit,—Io reference to your lo ter dated Shanghai 13th November, 1908, about an enlargement of the Public Garden on the bund, as desired by the Sha Municipal' Council, I beg to say that subject has hat my serious cousitorat as will be shown by the report which 1 have the honour to send you lierewitin, The amaps E received together with drawing of eress sections referring to the smaller plan of bunding will follow syn. T remain, Sir, Your obedient servant, Jou. ye Riske, Hydr. Engr.

Secretary, cipal Council.

Shangh:

Plun of enlargement of the Public Garde at Shanghai, at the mouth of the Soochow Creek.

The plan in contemplation by the Shanghai Municipal Council is to reclaim fur the garden extension a portion of the ground dry at low tide on that side, or right side, Of the mouth of the Soochow Cree Ona map, scale L: 600, the new bund-line is shown by a blick dotted line.

The extension amounts to oont 5,180 square yards.

On the same mp is shown another and much larger plan of bunding mide by the Coast Inspector, Mr. W. F. Tyler and dated September 1902. This would enlarge the garden with over 9,000 sq. yards of ground.

The smaller plan seems not to include any dredging in the creek's mouth.

'A sounding map on the same scale shows the depth of the channel and the shallows of the creek up to the second bridge.

The ab"ve plans were sent to me with alettes from Mr. Blan the Secretary ut the Munic'psl Council, dated Shanghai, 12th November, 1903, and besides sonic further explanation ea the subject in a letter to Bir. Bland from the Municipal Engineer, Mr. Eh. Mayne.

The letter says that the Municipal Council desires my views generally on the most desirable treatment of the mouth of the creek from a conservancy point of view, and more especially to receive my opinion in regard to the two suggested lines of bunding.

In Mr. Mayne's letter I find that the black dotted line shows the ext of high land which the Council wish to have included in the Public Gat-den area without delay.... and whether this could be temporarily done without damage to the river pending the carrying out of Mr. Tyler's line, or.... etc.

The smaller plan of binding.—"From conservancy point of view," "s the Secretary's letter aays, may mean either with regard to the river conservancy, or with regurd to a possible improvement of the Soochow Creek, or with regard to both these waterways.

With regard to the River.—I declare that there is no objection, and that I think it impossible that there'can bs raised any objection against a buad-line as indicated by the black dotted line on the map, With regard to the Souchow Creek That the creek is in course of silting up is plain enough; any additional impeding of the muddy stream would certainly an once cause an extra silting along the creek.

Of the tidal stream the flood-currents are the most important; usually they are seen running when the water-level is from 3. to 8 ft. above datum, or lowest level.

A bund wall along the black dotted line would intercept a small part of the cross-sectional area of the mouth; up to 8 ft. by datum as fol At the ead, or at 50) ft. from the south and of the garden bridge, 800sq. ft. over a length of $0 fe. is 72,000 cub. ft.

Ao 400 ft. from the bri dye 450 +q.ft. avera length of 15) fteis At 210 feet from bride 240 sq. feet length of 200 feet, is Together Compensation for this impediment found by excavating and dredging the channel on the opposite or left. side, ant this dredging should bs dune before the drawing df cross.

1, 2, and 3, is shown th channel as imp-eved by' the dredging, which amount to No. Labou' 700sq. feet, 90 feet long...

No. 2abow: 500 sq. feet, 150 feet long.

No.3 about. 310.84. feet, 200 feet long. 6
