Agreement on All Points Said to Have Been Reached Excepting the Railway: British-American Suggestions for Solution of Outstanding Difficulties Washington, Jan. 26.
During the conference at the White House, President Harding submitted a plan under which Japan would cease to insist on giving a loan to China and would permit the latter to purchase the Shantung railway with notes payable either in five or 15 years, while on the other hand China would consent to the retention of a Japanese traffic manager and chief accoun-. tant, during the period of payment.
The Chinese delegates stated to-; day that the proposal was cabled; to [Peking and intimated that if; the question were left to them, they undoubtedly would adopt President Harding's suggestion.—Reuter.
