Mr, Balfour in the House of Commons pointed out that the case of the Malacca was the first of the kind that bad arisen since the signature of the Treaty of Paris. The settlement was in the nature of a compromise, Russia had shown a desire to meet Great Britain, and his (Mr, Balfour's) object was to prevent the incident causing 2" strain between the two countries.
