Pandering to Militarists

"Article 10 provides that the military expenses will not exceed one-fourth of the total appropriations of the national budget. This is in direct opposition to the will of the people who have persistently demanded that the military expenses will in no case exceed 20 per cent. of the total appropriations of the budget. Increasing the military expenses by an extra 5 per cent. annually will be tantamount to a case of pleasing the militarists at the expense of antagonizing the people.

"Tt is the opinion of this Chamber that the above-mentioned points in the draft calling for amendment are points that are opposed to the will of the people, and your revisions are earnestly implored in order to achieve a two-fold result, namely that while the Central Government is to be empowered to exercise a guiding hand in shaping national policies, the provinces will be given a free hand to work out their own schemes of development without any undue restraint being placed upon them.
