The Russian Consular flag replaced the Administration flag at 8 a.m. yesterday over the Administration house and offices and the Chinese Customs.
As soon as the Japanese scouts were sighted, the Russian Consular flag was replaced by the French flag.
At eight this morning the Dragon flag was hoisted over the Imperial Chinese Customs property, but its career was not long, the Japanese captain of scouts boisting the Japan-eve flag. The flag over the West Chinese Customs will also change from French to Japanese, The remaining Russians, such as Messrs, Grosse (the Russian Consul and Administrator) and Blacher (manager of the Russo-Chinese Bank), are leaving to-morrow for Tientsin.
Mr. Bush and a few others rode out to meet the Japanese scouts, accompanying them to Fort Laoting.
Mr. H. A. Little, the British Consul, was perceived to be very energetic; seeing the scouts leaving the town, he rode to the Russian Settlement, and his. errand was successful. When he arrived there, Mrs. Bush acting as his interpreter, ariot might have taken place, but was saved through the Consular Body and a few British residents helping the Japanese lieutenant Sahara to police the town.
Much trouble and anxiety would have been saved if H. M.S, Espidgle no doubt she will arrive when she had been here yesterday morning;
