Foreign Shipping Firms' Complaint of Frivolous Delays From Qur Own Correspondent, Tsingtao, Jan. 28.
Wharf arrangements here continue to be far from satisfactory, ships being held up quite unnecessarily, and delayed upon frivolous pretexts. A letter on the subject from the Tsingtao manager of Messrs. Jardine, Matheson & Ca., appeared in the local press only last week, complaining of state of affairs, and, from inquiry ies made, it is certain that he is only voicing the opinions of all foreign shipping firms. It is said that the delay and inconvenience is not attributable to one section of the community only, and the Chinese assert that eventually all difficulties will be removed. _In the meantime, shipping business is suffering. If the Government wish Tsingtao to become a prosperous and important port, they cannot do better than adopt the regulations in force under the German regime, which were entirely satisfactory and equitable.
